A senior carer has demanded a new approach to complaints about carers and their carers.

Northern Ireland Carers Minister Nuala O'Loughlin urged people to take matters into their own hands when they believe carers are failing to meet requirements.

In a letter to the Northern Ireland Human Rights Commission, Ms O'Loughlin said: "The issue of carers and their families is at the heart of a range of complaints we receive which are the result of people failing to meet the minimum standards for carers and their families.

"I'm pleased to confirm that we have published a number of new guidance for those who are concerned with carers' involvement with children, for example, if a carer has an ongoing problem with children or wants to move home or if the carer does not attend the children's home regularly.

"It should also be noted that some persons or families are more likely to engage with carers and their families than others, for example individuals with disabilities and those with mental health problems.

"In the case of such people, if the matter is being dealt with they should report that to the council as well as the person's local social services team."

She went on: "I want to stress that I acknowledge, however, that we will not and cannot force anyone to attend to child welfare. It is the person's choice whether they want to.

"Furthermore we are concerned that in a situation where parents fail to engage with their children they risk the child finding it difficult to have a positive relationship with the carer.

"It is equally important that, in the context of these and other concerns, there is appropriate guidance for the individual involved to seek advice and support from a qualified professional.

"I am proud that these are steps in that direction, and in particular I am looking forward to working closely with the human rights commission to ensure that this type of issue is addressed fully in future."

AUSTRALIAN politician Nick Xenophon has won the weekend byelection in the southern state of New South Wales.

After winning 13 per cent of the vote, Mr Xenophon was re-elected with 52 per cent of the vote.

There was no opposition in the district where Mr Xenophon contested, the seat of Maleny.

Prime Minister Malcolm Turnbull said Mr Xenophon had a mandate for strong conservative and pro-business policies.

The government's economic strategy is aimed at stabilising economic growth and supporting the mining sector.

Mr Turnbull told Sky News he had spoken to Mr Xenophon about the results and had congratulated him on winning.

But Mr Xenophon said he will need more time to plan for New South Wales.

"We're still going to work very hard," he said.

A former Liberal MP, Mr Xenophon has also been re-elected to the regional seat of Griffith.

Senator Xenophon was the country's leading opponent of the Government's plan to cut the amount of tax it collects, to reduce debt, and to reduce its deficit.
